Why do UK brokers need an Irish declarant?

 

Because whoever lodges an Irish customs declaration for someone else must normally be established in the EU. Article 18 of the Union Customs Code sets that rule for customs representatives, with narrow exceptions, and Irish declarations go into Revenue's systems, AIS and AES. You keep the UK side of the movement; we lodge the Irish side as your client's representative and send you the MRNs.

For goods leaving Ireland for GB, with the export MRN ready for the PBN.

Duty and VAT

 

Paid through our Revenue account and recharged, or through the importer's deferred payment account or postponed accounting.

Checks and holds

 

Orange or red routings, HSE and Department of Agriculture holds: we deal with Revenue until release.

ENS, PBN and GMR if you need them

 

We can also do the RoRo filings, or the whole Irish side of a load.

Transit arranged

 

T1 and T2, for example through Northern Ireland, via our transit partner; we lodge the Irish import when it ends.

How are duty and import VAT paid in Ireland?

 

They must be paid or secured before Revenue releases the goods. The importer can use its own deferred payment account, and if it's registered in Ireland for VAT and for Customs and Excise it can use postponed accounting to put the import VAT on its VAT return. Otherwise we can pay the duty and VAT from our Revenue account so the goods aren't held, and recharge it to you.

What do we need for each job?

✓  Your job reference Used on every MRN notice and the monthly invoice.

 

✓  Commercial invoice and packing list With values, weights and package counts.

 

✓  Importer or exporter details Name, address and EORI number, plus the Irish VAT number if import VAT is being postponed.

✓  Commodity codes and origin With the statement on origin if you're claiming 0% duty on UK-origin goods.

 

✓  Transport details Trailer, van or container number, route and sailing date.

 

✓  How duty and VAT will be paid Our Revenue account, the importer's deferred payment account, or postponed accounting.

Where are you based, and which ports do you cover?

 

We're close to the border and we work online. Irish declarations are electronic, so we lodge them for goods arriving at or leaving any Irish port, including Dublin, Rosslare and Cork, and for loads routed through Northern Ireland, for brokers anywhere in Great Britain.

Frequently asked questions

Can you act as our Irish agent for imports and exports?

 

Yes. C&L Declarations lodges Irish import declarations on AIS and export declarations on AES for UK brokers and forwarders, acting for your client with Revenue. You keep the UK side; we do the Irish side, send you the MRNs and bill you monthly against your references. We cover every Irish port.

Can you pay the duty and VAT so the goods aren't held?

 

Yes. We can pay import duty and VAT through our own Revenue account and recharge it to you, so release isn't held up while your client arranges payment. If the importer is registered in Ireland for VAT and for Customs and Excise, postponed accounting puts the import VAT on its VAT return instead; duty still has to be paid or deferred.

How do you bill UK brokers?

 

Monthly. You get one invoice listing every job against your own reference, with any duty or VAT we paid for your client shown separately from our fees. Rates are agreed before the first job, so ask us for a quote for your lanes and volumes.

Does our client need to sign anything?

 

Usually, yes, once. Revenue can ask a customs representative for evidence that the person it acts for has authorised it, so we ask the importer or exporter to sign an authorisation before the first declaration. After that, each job just needs the documents and your reference.

Do you handle T1 transit?

 

We arrange it. T1 and T2 transit declarations are handled through our transit partner, for example for goods routed through Northern Ireland to Ireland. When the transit ends in Ireland, we lodge the AIS import declaration that clears the goods. Tell us the route and the final delivery address when you ask for a quote.

What happens if Revenue selects a declaration for a check?

 

We deal with it. Orange routing means Revenue wants the documents behind the declaration; red means the goods are examined too. We send Revenue what it asks for and stay with it until release, including HSE or Department of Agriculture holds, and keep you updated against your reference.
