Dangerous goods (ADR) transport and customs

C&L Declarations arranges dangerous goods (ADR) road transport through partner hauliers that carry ADR loads, and files the import and export declarations for those goods ourselves. We're not a haulier and we don't act as a Dangerous Goods Safety Adviser: we coordinate the transport and handle the customs. We work for businesses across Ireland, Northern Ireland and Great Britain.

What is ADR?

ADR is the Agreement concerning the International Carriage of Dangerous Goods by Road, drawn up under the UN Economic Commission for Europe (UNECE). In Ireland, the Health and Safety Authority (HSA) is the competent authority. ADR sets the rules for classifying, packing, marking and labelling dangerous goods, the transport documents, driver training and the vehicles used.

How do we handle a dangerous goods shipment?

Check the goods

We start from the safety data sheet, UN number and class to see what the load involves.

Confirm an ADR haulier

An ADR partner haulier confirms it can accept the goods, then quotes for collection and delivery.

Plan the crossing

A sea leg also comes under the IMDG Code, and ferry companies need dangerous goods pre-booked and accepted.

File the customs

We lodge the import or export declaration, plus any ENS, PBN and GMR the crossing needs.

What do you need to do before collection?

Make sure the goods are correctly classified, packed, marked, labelled and documented under ADR, and send us the safety data sheet and UN number at the start. We don't classify dangerous goods and we don't act as a Dangerous Goods Safety Adviser (DGSA). Depending on your activities, you may need to appoint one: the HSA says that assessment should be made by a competent person and documented.

What should you send us?

✓  UN number and proper shipping name

✓  Hazard class and packing group

✓  Safety data sheet (SDS)

✓  Packaging, number of packages and quantity

✓  Collection and delivery addresses and dates

✓  Commercial invoice for the customs declaration

Which customs filings do dangerous goods need?

Imports into Ireland

Import declarations on Revenue's AIS, with the goods described exactly and given the right commodity code.

Exports from Ireland

Export declarations on Revenue's AES, with the MRN sent to you and the haulier.

GB-Ireland crossings

ENS, PBN and GMR for RoRo loads, alongside the ferry booking.

Questions we get asked

Frequently asked questions

Do you carry dangerous goods yourselves?

No. C&L Declarations doesn't run trucks. We arrange ADR transport through partner hauliers whose drivers and vehicles meet the ADR requirements, and we handle the customs declarations for the shipment. The haulier confirms it can accept the goods before we book the collection.

Are you a Dangerous Goods Safety Adviser (DGSA)?

No, we don't provide DGSA services. A DGSA must hold a vocational training certificate, which comes from passing an exam approved by the competent authority. In Ireland, the HSA has appointed the Chartered Institute of Logistics and Transport (CILT) as the examination body for DGSAs. If your business needs a DGSA, you appoint one directly.

Do dangerous goods need a different customs declaration?

No. They use the same import or export declaration as other goods, but the description and commodity code must be exact. Some goods also need a licence or certificate before they can be imported or exported, so send the safety data sheet early and we'll check the requirements for your commodity code.

Can dangerous goods cross on a ferry between Ireland and Great Britain?

Many can, but the sea leg comes under the IMDG Code as well as ADR, and ferry companies need dangerous goods pre-booked and accepted before shipment, on some routes with at least 24 hours' notice. Send the UN number, class and quantities with your enquiry, and we'll have the load checked with the ferry company before it's booked.
